This report summarises key issues raised in the Consultation on the Merchant Shipping (Marine Equipment) Regulations 2025 and provides detailed responses to each issue discussed during the Consultation. The consultation received four responses from a variety of industry stakeholders, including the British Marine, TUV SUD BABT and North Lighthouse Board.

This consultation seeks your views on a new statutory Instrument which will replace the Merchant Shipping (Marine Equipment) Regulations 2016 as amended.

Consultation description

The proposed regulations will simplify processes for industry by assimilating the 2016 Regulations, and two 2019 amending SIs, into a single statutory instrument and add clarity.

It will also ensure that Ballast Water Manager Management Systems are not treated differently to other items of marine equipment and will ensure that that the process for getting a Ballast Water Management System approved by the UK is clear and in line with that for getting UK approval for other items of marine equipment.

Revoking and replacing these three regulations with one new SI will simplify the regulations for industry.
