Foreign Influence Registration Scheme: pre-existing arrangements

Sets out requirements for those in arrangements made before the Foreign Influence Registration Scheme came into force on 1 July 2025.

Details

The Foreign Influence Registration Scheme (FIRS) protects the safety and interests of the UK by improving the understanding of activity taking place in the UK at the instruction of a foreign state or certain foreign state-controlled organisations. It is contained within part 4 of the National Security Act 2023.

The 3-month grace period for pre-existing arrangements – that is, those made before 1 July 2025 – has now ended.

New arrangements under the enhanced tier

You must register new arrangements under the enhanced tier of the scheme within 10 days of the arrangement being made and before activities take place.

You must register new arrangements under the political influence tier within 28 days of the arrangement being made.
