The Government Digital Service (GDS) conducted a large-scale experiment with Microsoft 365 Copilot from 30 September to 31 December 2024.聽

M365 Copilot is an AI-powered assistant integrated into Microsoft鈥檚 productivity tools, including Word, Excel, PowerPoint, Outlook, and Teams. The experiment evaluated whether AI tools could:

  • improve user satisfaction at work- reduce effort required to complete tasks
  • improve task quality
  • reduce time spent on routine activities

This report presents the findings and examines the impact on productivity, efficiency and user satisfaction during a three-month experiment.

The experiment involved 20,000 government employees across 12 different organisations, making it the largest deployment of M365 Copilot in UK government to date.
